Rashtriya Krishi Vikas Yojana 2022

Rashtriya Krishi Vikas Yojana was launched by the Central Government in the year 2007. Through this scheme, holistic development will be ensured in agriculture and allied sectors. For which the states and union territories will be able to choose their development activities in agriculture and allied sectors. This plan was implemented in the 11th Five Year Plan and the 12th Five Year Plan.

During the 11th plan, Rs 22408.76 crore was released and 5768 projects were implemented in the states. 3148.44 crore was released under this scheme in the 12th five-year plan and the 7600 scheme was implemented in the areas of crop development, horticulture, agricultural mechanization, etc.

Till 2014-15, the scheme was being implemented with 100% central assistance. From the year 2015-16, the funding pattern of the scheme was shared between the Center and the states in the ratio of 60:40. The funding pattern of this scheme for Union Territories is 100% grant only.

Screening and Approval Committee under Rashtriya Krishi Vikas Yojana 

  • State Level Project Screening Committee- A State Level Project Screening Committee will be constituted by each state. Through this the project proposal will be evaluated. This committee will be run by the Agriculture Production Commissioner or any other nominated officer. Other members of this committee will be made by the State Chief Secretary. All project proposals will be evaluated by the Screening Committee.
  • State Level Sectioning Committee – A State Level Sectioning Committee will be constituted by all the states. It will be headed by the Chief Secretary. After evaluating the project, the State Level Sanctioning Committee will be given for approval by the State Level Project Screening Committee. The project will be approved by this committee.

Components of Rashtriya Krishi Vikas Yojana

Regular RKVY-RAFTAAR (Infrastructure/Asset):

Under this complaint of Rashtriya Krishi Vikas Yojana, out of 70% outlay by the state, 20% of the outlay can be used for setting up pre-harvest infrastructure and 30% of the budget can be used for setting up post-harvest infrastructure. Regular RKVY-RAFTAAR Flexi Funds 

For innovative activities in agriculture and allied sectors, 20% of the 70% of the fund can be used by the state under this component.

RKVY – RAFTAAR SPECIAL SUB SCHEME

Through this scheme, various sub-schemes will be operated as per the national priorities. Micro-irrigation and post-harvest management will be suitably encouraged in the allocation of funds across various components and immediate attention will be given to the drought-hit districts. If any particular sub-plan is not announced by the Government of India in 1 year or if the amount of sub-plans in the budgetary allocation is less than 20%, then in this situation the remaining amount will be allocated to the regular RKBY fund.

Agricultural Entrepreneurship Development

National Agriculture Development Scheme Project Report

  • All the states will have to prepare a detailed project report for the implementation of the scheme.
  • This report will be prepared in the format provided by the Central Government.
  • For all those projects whose budget will be more than Rs 25 crore, DPR will be done through third party.
  • The project started under this scheme should not be similar to the one already run by any state and central government.
  • Annual physical and final targets will be provided in each project by DPR.
  • These project reports will be submitted by the Agriculture Department to the State Level Project Screening Committee.
  • After evaluation of the project by the State Level Screening Committee, it will be submitted to the State Level Sanctioning Committee for approval.

Implementation of the Rashtriya Krishi Vikas Yojana

  • Agriculture Department will be the nodal agency in the implementation of this scheme.
  • Under this scheme, a state-level implementing agency will be formed by the state government for implementation at the state level.
  • 2% of the budget allocated to the state will be spent on the operation of the implementing agency.
  • State Agriculture Plan and State Agriculture Infrastructure Development Plan will be prepared by the implementing agency.
  • District Agriculture Plan will also be provided by the State Level Implementing Agency.
  • The scheme will be successfully implemented by the implementing agency.
  • The implementation agency will also be responsible for the implementation and evaluation of the scheme.

Funding under Rashtriya Krishi Vikas Yojana

  • If the total cost of the approved project is less than the annual outlay, funds up to 50% of the approved project cost will be released.
  • The second and final installment of 50% will be considered for release after fulfilling the following conditions.
    • 100% utilization certificate of 1st installment
    • Minimum 60% amount spent under 1st installment
    • On submission of performance report
  • If the documents are not submitted by the state on time, then in this situation the amount of the second installment will be allocated to some other state.
  • It will be ensured by the Nodal Department that all the accounts are maintained correctly.
